Note on Amendment
Draft Amendment to Bye-laws being presented before the General Body on 22.10.2016.
After Article 9 – Cessation of Membership, insert Article 9-A as below:-
Article 9A.Special provisions on the death of a member.
- Notwithstanding anything contained in Articles 6, 7 and 10, in case of the death of a member, his/her spouse shall become a member of the Association, if he/she makes a written application in this behalf.

- If the deceased member was an elected member of the working committee, the spouse on becoming a member shall be a working committee member for the remaining period of his/her term.
- If the deceased member was an ex-officio member of the governing council, the spouse on becoming a member shall be an ex-officio member in his/her place.
- The amendments referred to in sub-clauses (i), (ii) and (iii) above shall come into effect from 26.3.1979.
- The spouse so becoming a member will not have to apply separately for admission or pay entrance fee, but shall pay the monthly subscription from the date of his/her expressing willingness to become a mem
Explanatory Note:
Central Government Officers’ Welfare Association, Calicut (CEGOWAC) was registered under the Societies Registration Act 1860 on 26.3.1979. The aim and objective was to bring together all Gazetted Central Govt. Officers (Group A & B) interested in social get-together and to foster fellowship among the officers.
In 2004, the Bye-laws of CEGOWAC underwent a major change when it was decided that other than Central Government Gazetted Officers, the membership will be open to officers of Central Govt. owned Public Sector Enterprises/Corporations, like BSNL.This was to circumvent the fact that unlike in Govt. Depts. there is no position of “Gazetted” Officers in such organizations. When it was decided that Central Govt. will continue to pay pensionary benefits to those employees who opted out of the Dept. of Telecom to join BSNL, it was also laid down that such employees shall cease to be Government servants and they shall be deemed to have retired from Government service (Rule 37-A (4) of CCS(Pension) Rules) on and from the date of such absorption.
In 2004 Amendment, the membership was also thrown open to retired officers. It is a fact that after retirement one becomes a pensioner and among pensioners there is no categorization of officer-pensioners and others.
CEGOWAC is essentially an Association of officers and their families. The objectives of the Association includes arranging recreational, literary and cultural programmes and holding competitions for the Association members and their families as well as promoting, developing and encouraging talents of the members and their families. As a matter of fact, it is the lady members and children who play the main role in all our functions and celebrations.
But when a member suddenly departs from this world, the family members are left high and dry and they are no more able to attend any of Association’s functions. In such situations it should be our bounden duty to offer solace and moral support to the lonely spouse. It is, thus, absolutely desirable for CEGOWAC to facilitate the continuation of the surviving spouse in our activities, with full honour and dignity, even disregarding technicalities.
With this in mind the Working Committee formed a Sub-Committee for suggesting amendment of Bye-laws. However, the Sub-Committee was unable to decide the matter. So, the Working Committee in its meeting held on 9.7.16 decided, by majority, to proceed with the proposed Amendment, as indicated at the top, and present the same for the consideration and approval of the General Body.
When an officer dies, his/her spouse, whether in Govt. service or otherwise, automatically becomes a family pensioner. As mentioned above, we have already having pensioners (retired officers) as members. As per pension rules, pensioners and family pensioners are on the same footing, only the quantum of family pension is slightly less compared to normal pension. So the apprehension that it may not be correct to make non-government officers members of the Association is without basis as in the case of pensioners (retired officers), we are also offering membership to family pensioners in the form of spouses of deceased officers.
